The CSR is currently available for everyone.
If you are wondering if you have your CSR, you can check your league stats, in the Singles Stats Section: If you have the column called Rate and Star. If you don't have one yet, it is because we don't show the CSR if your Star is under 3.
If you don't see those columns, your league may be choosing to hide them.
But you can always check the CSR detail section.
